On first day, Doug Whaley makes changes to football operations

The overhaul is getting even more comprehensive at One Bills Drive.

In addition to introducing Doug Whaley as general manager today, the Buffalo Bills have announced the hiring of Jim Monos as director of player personnel and Kelvin Fisher as director of college scouting.

"Jim Monos and Kelvin Fisher bring a wealth of player personnel experience from championship organizations to their new roles with the Buffalo Bills," Whaley said in a statement released by the team's media relations department. "Both men have a keen eye for talent and will play a pivotal role in our talent evaluation process for years to come.

"We are excited to add two well-respected and innovative personnel professionals to this organization."

Monos spent the past eight years as a scout for the New Orleans Saints in the Southeast region. He worked the Northeast area for the Philadelphia Eagles from 2001 through 2004.

The Bills said in their news release that Monos "will collaborate with director of pro personnel Tom Gibbons on all free-agent evaluations and personnel decisions and will scout college prospects throughout the year."

Fisher has been with the Pittsburgh Steelers for the past 13 seasons. He will oversee all of the Bills' college-scouting operations.

The Bills also transferred Chuck Cook from director of college scouting to national scout and promoted C.J. Leak to area scout and Pete Harris to BLESTO scout.
